Founder and Head of the international expert network DTLP.net with more than 20 years of hands-on experience in implementing multilateral projects and international cooperation models, harmonizing digital markets, developing online platforms and systems for paperless trade and electronic logistics, as well as standardization and interoperability of digital services.
Since 2016, he has led the development of the concept and principles for international digital transport corridors as coordinator of the EU4Digital: eTrade/eLogistics expert network across the Eastern Partnership countries and SPECA region.
In 2024, he developed a capacity-building program for the digitalization of rail and multimodal freight transport in North and Central Asia within a UN ESCAP regional project, while also coordinating expert groups in projects implemented by UNECE, the Asian Development Bank, and the CAREC Institute.
Sergey Voinich
Recognized hands-on expert in logistics digitalization, supply chain management (SCM), and automation of high-tech manufacturing with more than 20 years of IT experience, progressing from software developer to CTO within international companies and large holding structures. Holds an MBA (CIO) degree and certifications in Agile Program & Portfolio Management.
Over recent years, he has led and conceptualized projects focused on launching high-tech logistics hubs with robotic systems, as well as architecting comprehensive digital transformation programs for warehouse and transport logistics in discrete manufacturing, retail, and FMCG sectors. He has developed and implemented multiple IT strategies for large enterprises, ensuring end-to-end supply chain visibility through integration of WMS, TMS, ERP, and EDI systems.
His core expertise lies in designing and managing the development of integrated cargo transportation management systems with practical integration into external ecosystems, including GPS monitoring, order aggregation platforms, and real-time visibility systems such as FourKites and Sixfold. He has implemented legally compliant electronic document exchange (EDI) solutions within domestic and cross-border supply chains.
He also led large-scale business process reengineering initiatives and Agile transformation programs (Scrum, Kanban) at the digital portfolio management level, enabling effective collaboration between business and IT teams while developing cross-functional product management structures. His unique combination of deep technical expertise — including ERP implementation in robotics and semiconductor manufacturing — and strategic leadership enables him to act as a facilitator of complex integration processes and a lead architect of digital supply chains.
Sergey Tumel
Recognized international expert and leader of innovative companies and projects in the fields of electronic trade, ecommerce, and supply chain digitalization.
Over the past 20 years, he has managed large-scale national and international projects focused on the development and implementation of electronic document management systems, reference models, and national Single Window systems within EAEU countries. He has also served as a consultant for UNECE projects and the EU4Digital program in the areas of electronic trade, electronic logistics, and digital transport corridors using digital infrastructure building blocks developed in the EU.
Between 2020 and 2023, he managed a project for developing a prototype digital transport and logistics platform designed to integrate national segments of digital transport corridors. He also headed the “Single Window for Foreign Economic Activity of the Republic of Belarus” project office. In addition, he was the initiator and key co-leader of the pilot eCMR project between the Republic of Belarus and the Russian Federation.
Sergey Enin
Multidisciplinary expert in the development of national digitalization strategies and industry information systems and digital platforms, as well as founder and long-standing head of the Information Society public association in the Republic of Belarus.
Since 2017, he has served as a national expert in electronic trade, electronic logistics, and digital transport corridors within the framework of EU4Digital initiatives, as well as industry programs across CIS countries and Eurasian economic cooperation initiatives.
Over the past decade, he has acted as the visionary and head of the program committee for the Eurasian Digital Forum (EADF), while also serving as curator and consultant for major national and regional projects related to electronic document management systems, national electronic logistics platforms, and transport and logistics digitalization programs.
